There are many Asians in lower management, especially in the telecomm field. They've yet to address why the tests are biased if the Asian Americans are outperforming the whites and the other minorities. I guess bias only counts when you don't get what you want. If the schools can't find enough candidates as a result of this gerrymandering, then some schools may drop programs or settle for weakened programs. India already produces far more engineering graduates (not necessarily of the same quality) than the US.
