They essentially won...they have retained effective control over Kosovo; gotten rid of a number of Kosovar Albanians, who will never return; and defied the West. They will get a more favorable force composition; lay the plebescite question to rest; commit the UN to dealing with the KLA; and obtain a great deal of money to repair the bombing damage and deal with returnees--- in effect, reparations commingled with humanitarian relief. They have undermined NATO, and made it very difficult for NATO to again interfere in their concerns, unless clear- cut violations have been established. Milosevic is still standing, and the Clinton Administration is getting shakier every day. The best we can do is call it a draw....
