Sun Tzu, since both companies are calling their cards Ultra then they should be using the same chips, if not, either Diamonds getting stiffed (which I doubt since Diamonds their best customer) or Diamond's not actually getting the "ultra" chips in which case nVidia would be all over them correcting the situation - overheating problems is not good publicity. Your PCB design observation is a good one but to be honest I have a hard time believing Hercules would do a better job than Diamond. Of all the board makers, DIMD was the one to watch on the high end - biggest retail presence, strong branding, customer support, etc. DIMD/nVidia's failure to deliver is very good news for TDFX. Sun, others,

Sun commented that the board manufacturers may have differences in their board layout that may explain differences in speed. Good point, and brought up a question in my mind. Do the boards usually differ much from the reference boards? In fact, maybe someone can explain what the reference boards are. I remember the discussion in the past about TDFX's reference boards, so I presume even back then (before STBI) TDFX was designing boards. Anyways, if the chip companies are making reference boards, then why and to what extent would one of the board manufacturers fiddle with it? (I guess to add other features)
