That is exactly what it means. If you owned 4000 shares, you would receive 4000 rights which would translate into 1000 shares at 31 cents. Rights can be traded or exercised. A shareholder as of the record date (as long as the trades settles the day after the record date because of the 3 day settlement rule), is automatically issued rights. The market will often add a premium to the stock, because of the bonus rights, and then the price retreats.
