I'm more convinced now than I was before that the problems you are having point to Bellsouth.net's access platform configuration, and the amount of resources being made available to it in the edge
I dont claim to follow your reasoning either, but did you take into account that he had the same problems dialing into a different ISP? Does that go through the same Bellsouth.net access platform?
I find it worth noting that as I understand it the phone companies are under no obligation to guarantee any line quality for modem connections for your standard service. Is that correct?

Failure to support their old regular ISP lines could lend credence to my bait & switch theory for BellSouth.net. They certainly have not fixed my problem.

Also, since my problems started I heard from one of BellSouth.net's reps that they only guarantee "14 kbps", and they recommended upgrade to ADSL. This 14 kbps guarantee may be buried somewhere in the fine print, but it had never been mentioned before.
