increases, so does the penalty of a cache miss.


Yes, but you build caches that result in missing being a rarity, and, when you do miss, you do other things like take advantage of OOOE (out of order execution) to keep busy. Well, it ain't that simple, I know. Obviously, main memory performance is important in computers having very fast processors.
