Usually 9.6 and 14.4 kbps respectively, but there are some GSM systems that have cranked up to 14.4 now. However, this is being replaced this year with 56kbps with HSCSD, but more importantly next year will see the first live GPRS systems: packet switched at up to 115 kbps.

Hope that answered your question on GSM/TDMA data rates. The original lower rates has nothing to do with the technology, but is due to the standard..when GSM was formulated data was not a factor, although it is now (hence the new products for GSM operators).

Pity PHS market has nosedived in Japan.
