Why would 99.9% of the ISP's WANT access to the ATHM network?
Think about it. Think about the end-to-end flow for a dialup ISP customer.

AOL is a very different proposition than a pure ISP which just provides internet access to its customers via dialup modem (i.e as a bandwidth reseller to retail customers).

"Do you have any idea how the equal access is being done in Canada? What other ISP's have connected up? How do they handle the "equality"? How about the bandwidth sharing?"

I have heard of no court cases or CRTC rulings in Canada regarding equal ISP access. If there were, they are not being followed. If you want cable internet in Canada, you MUST sign up with @HOME.
