Since the certification is "with" the application, it has to be completed before the application is submitted. If you show up with an application and no certification, you are given back your application and told to get the certification.

It is considered by both applicants and those reviewing the applications to be all one process, which explains the imprecise language used by representatives of the company in reporting on the progress of the process.

For those utterly ignorant of the process, but who have set themselves up as the instructors of the rest of us poor fools, it will no doubt come as a shock to learn the truth. For those in love with fabricating conspiracy theories this very simple and truthful explanation will no doubt be very unsatisfactory.

Well note that the certification is merely a statement of information. It is apparently submitted with the application and it is then verified as part of the application process. So yes you would certainly need to fill it in prior to filing. But it would seem to be necessarily checked out after the filing.
