Frank-
Remember I specifically identified the "consumer" market as one that will likely retain flat rate pricing. The "business" market is an entirely different segment and based on QOS and SLA's will accept metered pricing especially customers that bill back services to using departments and/or customers. The consumers will get the remains of the bandwidth after SLA requirements are dolled out. When the service gets so bad, then congress steps in with a consumer SLA reform act of 2001 (HR 1 and SB 1) that will require the carriers to meet a congressionally mandated SLA for consumer access to the public information superhighway. This is so very logical - don't you agree?
