Hewlett-Packard Co (NYSE:HWP - news) Tuesday announced a new partnership to put more of the insurance market, often regarded as one of the most Internet-resistant businesses, online. The company has teamed with Delphi Information Systems Inc (Nasdaq:DLPH - news) to build an all-purpose Internet portal for the insurance industry, where individuals and businesses can compare different policies and seek competitive quotes. Unlike some existing insurance Web sites, which enable customers to compare rates, the companies say the new portal, ebix.com, will provide extensive content and will let customers complete the transaction on line, without ever having to pick up a phone or sign on a dotted line. Delphi, which makes software for the insurance industry, launched ebix.com in May, and is in the process of building it out to become a virtual insurance mall starting in September. Hewlett-Packard will provide hardware, software and consulting to the project and will enter into a revenue-sharing agreement that could bring it an ownership position of up to 9.4 percent. Delphi President Robin Raina said the insurance industry has proven to be one of the more difficult businesses to automate, partly because it has not invested aggressively in technology, and partly because insurance agents often benefit from the old system which prevents price transparency. He said there are more than 3,000 insurance carriers in the U.S., resulting in a highly fragmented market where it is difficult to compare prices. At the same time, consumers are typically concerned with more than just price. Raina said the Delphi portal will be designed to let them compare different insurance packages, beyond price, and competitively bid on them. The competitive bidding will be based on Hewlett-Packard's new e-services initiative, designed to bring additional efficiency and automation to the Internet. Although the e-services project is still young, it is aimed at building a smarter Internet, that works for consumers by automatically collecting information on different products offered on different sites, and locating the best offer. But Delphi says its new portal will be based on more than just cutting-edge technology, and will also employ people behind the scenes to help consumers complete their purchases online.
