WHAT IS THIS INFORMATION I HEAR RE: LUCENT HELPING THE GOVERNMENT, DoD, DoJ, and the National Laboratories developing voice to skull technology based on electromagnetic radio frequency weapons, in other words synthetic telepathy. I hear that several people from the United States and many others from other countries are complaining that this technology is being illegally tested on unwilling victims to expand capabilities of the technology. This was actually cold war technology that the Russians developed from Tesla's theories in the 50's.
Is this true, and is Lucent developing such weapons?
