Canadian Regulators Delaying Registration for U.S. Brokers?

Interactive Brokers, Ameritrade and Datek have been attempting to register in Canada for months(Cdn Regulators say it takes a couple of weeks)

Why the hold up? Protection Of Canadian Brokers interests? or bureaucratic incompetency?
