Well, dunno... I'm afraid the flaws of the US gov run much, much deeper than "the Prez" and his "Veep"... Prez GW Bush was just a pawn, however important, back in September 2001. I'm sure he wasn't clued in on 911 --911 was a bigtime cointelpro scheme that had been set in motion a year earlier. The first US "casualty" of 911 was actually FBI agent Robert Hanssen in February 2001, that is, when Bush was still "President-elect".... The (big) problem of the US is that, while elected leaders --such as the Prez, Veep,...-- are mere transients in the US political landscape, the US bureaucracy, and particularly the sprawling military apparatus, is the real "boss" that keeps calling the shots.

Of course, that's a highly subversive analysis of mine since it basically means that the American democracy is... a joke! It means that 50% of the US electorate routinely indulges in some big presidential boondoggle that results in filling executive posts with mere puppets. So, would it have been totally different with a Democratic administration, with Gore/Lieberman instead of Bush/Cheney? I don't think so: remember what happened on August 7, 1998.... the simultaneous bombing of two US embassies in East Africa --death toll: 272, that's 80 more than Madrid's... and the US prez at the time was Democratic Bill Clinton.
