Actually, I kinda can. It is to prevent runaway panics where everyone sells just because they can and the markets get creamed big time. This causes everyone to have to pause and take a breath and normally coming out of a limit move, there is a bounce and some sanity takes over once again.

Many of these were put in place after the '87 crash from what I understand, but I cannot speak with any authority about that. Maybe someone else can pick up from here, expand and make corrections to what I have posted.
