Yes, he dwelled on the evidence too much. Not enough scholarly cites to comparable cases of perjury and obstruction. Gave Clinton an out - it's about sex, everybody does it, nobody indicts for perjury in civil cases, etc. All garbage.

The only thing that matters is that Clinton tried to illegally subvert a judicial proceeding through perjury and obstruction of justice. (Not to mention it was a sex harrassment law suit, the type he championed so frequently in public.)
