Yes, something's gotta give, but that something is not necessarily new shares. The PR says that the Strategicus people will acquire 40% of the presently issued and outstanding capital stock. So far as I know there's only one way to do this and that is to buy the shares from persons already holding them; thus, if I held 60% of NETV stock, and I sold 2/3 of my holdings to Strategicus, 40% would of the stock would be sold sans dilution.
