It means that before it can be traded again, the market maker must obtain any financial information it can, and I believe must make it public to its customers (us). The new rules, not yet adopted I guess, make the rules even stronger. I believe this rule is meant to protect the public more against companies than against market makers. So anyway, it could be good news for us, under the best scenario, if indeed for some reason (foreign investors, whatever?), DGIV was hesitant to release news, now, IF they care to be traded publicly, they must release the facts. The fact that people still answer the phone in Santa Monica and seem to be smiling is, hopefully, a positive sign. Us old timers remember that the smiling man wanted to get listed on NASDAQ ages ago when we were trading over $4 and that a certain visionary thought that was not a good idea. So now that they MUST go public, maybe that's why he is smiling. Either that or he's insane. Whatever. :)
