Any country can produce people like the Nazis- given the right set of circumstances- we have seen it in Serbia. and Africa. The only protection against that kind of evil is to keep people at an economic level where they are not susceptible to resource driven hatred.

As Hannah Arendt pointed out, it was the very Germanic efficiency of the Germans in killing the Jews that was the most evil. The problem with killing people is disposing of the bodies. People like the Serbs do amateurish things like put dead people in abandoned mines and pour acid down the shaft. The Germans figured out how to kill people in a way that did not destroy the psyches of the killers, which was a terrible problem, and also how to dispose of the bodies. Clean, orderly, efficient, that's the German way!
