The issue is not reality here, but perception. With the stock market being so volatile, if X% of the money was off the market for a few months prior to y2k, then it could cause people to overreact for the wrong reasons. It's not whether I believe anything will happen, it's the fear that joe and frank next door could be paranoid , sell all and hold on to cash for the next 6 months. Then, if I might have to sit through a bad correction.

...beliefs may create a perception that is much different than reality. The opinion among basically every tech person I've met is that y2k is not a problem.
