If their idea is any good they should get it fabbed in a rented fab in some place like the USA. That should enable them to get going far more rapidly and earn some funds. this 3-4 years wait to match what Intel has close at hand is far too long so it can be written off completely if they think they are going to get money to flow to them they are mistaken. they will not get a cent because the russian track record it totally bad.
Russian vaporware is the operative term.
