I do not see how you can say "..WTO is a Democratic agenda item - the Republicans could care less." Business is behind China coming into WTO in a big way and as far as i can remember business has some sway with Republicans. True, I would not put it above the R's to play WTO in any way they can to help them win the presidency and hold the House. But Chine into the WTO is certainly in line with the mainstream (business-oriented) Rs. The Rs that oppose China-WTO are the Gary Bauer/Buchanan folks.
