That surprises me. Non-citizens do not have the right to vote, and are subject to immigration laws, etc. But the Constitution provides for the structure of the national government and attempted to limit its size and scope. I certainly do not expect that its protections in general only apply to citizens, although I could be wrong.

About Safe Harbour fund, Tice's reply does seem to make sense ... more conservative than the bear fund, as it's supposed to be.
