I spent an hour reading articles, posting bits to you- and then SI went down and ATE them all. I HATE that.
I had found several things that were interesting- about everybody-First, it seems that the National Council of Churches applied for the grandmothers visas and sent a jet to get them. They were brought to New York, where all sorts of wrangling went on to arrange a visit with Elian.
THe State Dept had nothing to do with this. It may be that getting those visas was a lot easier than trying to get one for JUan=- but even so in Jan- JUan was saying that he didn't want to come to the US to get his son. The Cuban govt was afraid that he would wind up detained here. ANd we were saying we were going to send him back.

There was an interview with him where he showed how very angry he was at America and the relatives for not returning his son, saying that he would like to strangle a bunch of people or something. The interviewer said, Isn't that inflammatory?" ANd Juan said, You don't think what they're doing to my son is inflammatory?

Then at some point the US applied for a visa for him and they did it through the wrong agency or and it got delayed?
I forget the details-- sorry--Sigh- blame SI- I've been reading too many things.
