Going from memory I believe the only rule regarding placement of the hole is in relation to the edge of the putting surface. Hole must be at least 6' (maybe 9) away from the edge of the surface.

There is no rule about hole placement but i think that I remember there used to be a recommendation in the back of rule book about something like 9 feet minimum from the edge. I don't believe that there was ever anything written about placement on slopes. Common sense should prevail. No putt should ever come back to your feet when reaching or passing the hole or it becomes carnival golf. I think that the USGA themselves were embarrassed at the Open at Olympic Club when this happened to Payne Stewart and others.

I have occasionally experienced the same pin placements you describe and it usually can be attributed to the greens keeper having a bad night or waking up on the wrong side of the bed.

Q. If a new hole is to be located in a part of a putting green having a gentle slope, should the hole be cut vertically or should it be cut at a slight angle to take the slope into consideration? If the hole is cut vertically, all points on the rim of the hole-liner will not be equidistant from the surface of the green.

A. The hole should be cut vertically, regardless of slope. It is not required that all points on the rim of the hole-liner be equidistant from the surface of the green, but they should be at least one inch below the surface -- see Definition of "Hole."

The distance from the edge rule is no longer in effect. Seems like I remember 12ft once and it changing to 8ft before being dropped altogether. I think the USGA now recommends 15ft. As far as close to slopes is concerned, Ken is on the money. As Dave Hill (about Hazeltine) once said: The #%&*&^$#@# of a %&*^*(&&* that set that one ought to have to play it for a living!
