Definitely sounds like the same problem...
Sometimes when you boot up the computer doesn't find the modem or the "port is open"...in addition to the other dialing problems.
What MB do yo have? is your modem ISA or PCI? Have you tried taking out other peripherals and installing the modem first?

A simple fix for both your systems is to get an external modem. Either the traditional kind that plugs into a serial line, like mine, or one that connects through USB. You will see far less troubles and to cut a connection, just pull the power or hit the reset button on the modem. It is also good for troubleshooting problems.
