Method of Selecting IMT-2000 Operators to Be Revealed Thursday.

The method of selecting operators for IMT-2000
(International Mobile Telecommunication) will be
announced Thursday following a consultation
between the government and the ruling party.

The Ministry of Information and Communication
said Minister Ahn Byung-yup will meet with
legislators of the House Science and Technology
Committee to work out the final details.

``We are in the final stages of completing the details
for the qualifications that the new licensees will
require and this will be put on public notice
tomorrow,'' said one ministry official.

The government is looking to designate three
licensees for providing next-generation mobile
communications services although the specific
number has yet to be determined.

The main issue at hand is the technology that Korea
will adopt for IMT-2000 services, whether it will be
synchronous, an American standard, or
asynchronous the European model.

``It if difficult to say for now what the details of the
requirements will be, but indications are that both
standards will be acceptable,'' said one industry
analyst.

I'm emphasizing this to point out that this is primarily a political decision, not one of technical merit or spectral efficiency. The Koreans want to get into the European and Japanese markets. They already have entry into the American market. The Politicians will be looking at what produces "more jobs for the boys" and exporting W-CDMA equipment to Europe fulfills that political objective.


The ministry is scheduled to fine-tune the final
selection procedure in a meeting with the ruling
Millennium Democratic Party (MDP) this
morning before holding a breakfast meeting with a
parliamentary standing committee tomorrow. The
minister will make the public announcement of
the government's final plan after tomorrow's
meeting.
