Bush said 1 of very 6 SS dollars per the transcript of the last debate.

I have no idea what "the plan" in fact is since he's done such a poor job of articulating it...and then there's that pesky issue of where the initial 1 trillion to get it off the ground will come from.

Actually, I believe as the plan has been revised, we are talking about 16.66% rather than 2%. Which, to me, is an improvement, anyway......
