The root of amends is amend - a very common word. You can amend something (fix it) or you can make amends (fix multiple things).

Th point of this was that in the phrase "to make amends" the word amend is a noun in the plural. But if one wants to use it in the singular one cannot use it as a singular noun but indeed only as a verb as you have pointed out! Hence ... one more stupidity of English.
