Difficult maybe, but not out of the question, especially in this case that the Certifier being Harris was Vice Chair of the Bush campaign. It will raise eyebrows.... under other circumstances I would agree with you that it would be difficult, but we have a whole can of worms here due to here heavy involvement in the campain, and likly misuse or rush to judgement, which may be found as biased and sultry to here authoritative power.
