Sorry flap, another subject you appear to know next-to-nothing about. But that never stopped you before tonight, so why not spout some more nonsense.

Submarine mail is collected by the ships yoemen, (an enlisted person) where it is transferred to a small boat, (without postage) to anyone sent from the parent squadron to collect it. There it is distributed in a variety of different ways. Close family members are simply called on the phone, where they (usually) joyfully drive and come pick it up. If the mail is going to another government facility nearby, (such as a voting center) it might go via registered mail, this is NOT postmarked. If it goes to a distant location, it's usually postmarked and then shipped off.

But an even more important point is; on the one hand, Palm Beach voters were fully in charge of the process of voting and were unable to follow the simplest of rules. And Democrats want to leap through glass to ensure their vote is heard. And on the other hand, the military voter had practically no opportunity to meet every wicket in the law. And Democrats are more than willing to say. Quit whining and get it right.

And, place the blame where it belongs in south Florida. If someone can't push a stylus through or votes for multiple candidates then their vote should not count. There has to be rules. If they aren't strong enough to stick a pin through a piece of cardboard they need to ask for assistance. The machine vote is far more consistent and valid than a partisan recount.
