Well, to be fair, Bush thought he could win this on the merits of his legal case. I think that is why he initially refused to negotiate. Poor guy had too much faith in the system.

show me where it says that Gore's offer to manually recount ALL of Florida was his to give when he offered it. Are you saying Gore could have dictated the State of Florida to manually recount ALL the votes when he made the offer ??? There where rules to follow..... which I understand is a hard thing for most democrats to follow......... He should have asked for a statewide manual recount and all this crap probably with be all over but instead asked only for the 4 counties he expected to pick up more votes. That was the political blunder he must live with........
