We had some trouble with this very thing in Palm Beach county. A Lawyer even filed a complaint on the behalf of some Haitian folk (wouldn't be surprised if Jesse was in there pumping) that complained the ballot was not in Creole (french) and there were no Creole speaking poll workers.
To say the least, the laws you cite are enforced rather loosely or appear to be.

I was naturalized in Miami, only last year. I can assure you that the requirements for citizenship in terms of language proficiency are rudamentary. But to be fair, you got me on this one. You did howevre choose to ignore the remainder of my post (impaired, old, etc..). Just as Bush chose to ignore the many votes that went uncounted. By the way, what did you think of GW's speech last night?

Theoratically, doesn't work in FL. Theoratically, felons, illegals and the deceased are not allowed to vote in Fl.....theoratically. However, they did!

So much for theory.

You have forgotten one possibility. People who are U.S. citizens by birth but never learned to speak English. Plenty of Mexican Americans and Cuban Americans live in Spanish speaking neighborhoods, and are not proficient in English. The same happened for some Italian Americans in the East Coast. And lots of people in America do not speak Engish, but EBONICS !
