Oh man, you're talking to someone who has to have her husband balance her checkbook because she's so bad with numbers, but I'll take a stab. I'm not sure why a diversion of VC money from dotcom IPO's to telecom would portend a shift in the strength of the market. What am I not getting?

are they from recent commitments or were they from prior-to-this-debacle commitments ?

and when you say "want to recoup their money back soon" what time frame do they have in mind ?
