VS - who will win? The one with direct access I suppose.

Clearing House - FCM - IB - sub-IB - customer.

Jump over the middlman.
I appears that Refco only work with IBs

On the other hand, FCM satus is more demanding and one could expect better service.

Most FCMs are silent about the clearing house they use. My contrarian mind tells me that they do this in order to be able to change from clearing house at will. Meaning that "current performance is not a guarantee of future performance". LOL
To the contrary, when you sign with an IB, you mostly get the FCM or clearing house papers.

Puts the ball back into chosing the clearing house first.
Choose the clearing house with current technology: this is direct connection to handhelds (bypassing TOPS or CUBS) in the pits in which you intend to trade.
With a clear statement that they also provide direct Globex2, a/c/e, access, if needed.

Was planning to start 2001 with a brand new futures brokers, but will need more time to read those d@mn fine-prints . :-7
