Good point, but how about some kind of repayment system like non-criminal students have with college loans?

I think this sentence may have been over looked in my post...<g>

more than 70% of all offenders are repeat offenders, the recidivism is horrendous and, despite all attempts, many/most do not rehabilitate.....

Recidivism means the rate of returning offenders back into prison... all previous rehabilitative efforts had failed... this is another example of a wonderful idea that has not worked too well.....

The State prison systems have more than 60 years of data to support that, ask any prison to send you the data... throwing money in that direction is throwing good money after bad... it's a waste.....<g>
