I wonder why she wouldn't move over and let him by? Was there a safety reason or is she just a control freak?

Move over where? If there were any available lanes, he could have simply passed. If there WERE two travel lanes, are you suggesting that she should have pulled into the passing lane to let him by? I have never seen anyone else do that, although I have done so to let a truck by, but only on a downgrade. There is no indication that she changed lanes to block him, and there is an indication that he later did pass and probably try to intimidate her.

In any case, the point of the story is the apparent abuse of power by the DA.

That road is a single lane in each direction and generally marked "no passing" because of the steep hills. Truckers routinely bomb along and tailgate cars that are going the speed limit.
