Clinton balanced the budget. Call it a tax increase. Call it a spending cut. Whatever it was, he balanced the budget. It is the President's obligation to balance the budget, except in times when deficit spending is required to stimulate the economy from depression, like in 1935 under FDR.

Bush proposes 4% a year in his budget being sent up. That is half of the increase in Clinton's first two years when he had a Democratic Congress to go along.

Nonsense. The 1993 budget was Bush's budget. Government spending grew at a much smaller rate under Clinton than it did under Reagan.

You are spreading wild misinformation. Try doing some research beyond listening to Rush Limbaugh.

Between 1981 and 1989 (Reagan), the Federal budget grew at 8.6% per year
Between 1989 and 1993 (Bush), the Federal budget grew at 5.5% per year
Between 1993 and 2001 (Clinton), the Federal budget grew at 3.7% per year

You are saying that little Bush is asking for 4% growth. If so, that is higher than Clinton's figures.

Some more fun facts for you.

The last balanced budget before Clinton (D) was under the Johnson (D) administration. Johnson inherited a $4.7 billion deficit in 1964, and turned it into a $3.2 billion surplus in 1969.

The last time that a Republican had a balanced budget was in 1960, under Eisenhower. Eisenhower's last budget in 1961 was a $3.3 billion deficit. Eisenhower ran deficits for 5 out of 8 years.

Republicans have been in the White House for 20 out of the last 32 years. Every single one of those years, the budget has been in the red.

The evidence is clear. Republicans are fundamentally incompetent at managing the budget.
