It's the sue happy country we have that needs to get off the ganja. Yeah, I know it sounds silly for Intel to be liable and I meant it as a satire but I wouldn't rule it out. Shoot, the states can say they were damaged by Rambus/Intel. Plenty of Lawyer/politicians looking to make hay and big bad Intel has deep pockets.
