AMD has a subsidized loan from Saxony that requires that certain funds covered by the agreement be used for certain purposes during certain periods.

AMD's cash increased by well over $400 million during the period.

AMD borrowed ~$320 million last quarter under their Dresden Credit Facility. Read the past 20 or so messages for full details.

If they borrowed under the Dresden Credit Facility then it was a smart decision as those loans are subsidized. I think the money has to be used at the Dresden fab but they are ramping it up anyway so thats where they would want to spend money.
