I was a junior in college in '69. I had drawn a 240 in the lottery. I got so tired about all the shit that white boys weren't being drafted I volunteered for the draft on December 23rd.

Then why didn't Nixon fight it?? Or did he ? Our troop strength reached its peak under Nixon, we bombed Cambodia under Nixon, we resumed the bombing of Hanoi under Nixon ant the Tet offensive began during Nixon. So if your looking to blame a president who didn't fight the war, look to Nixon. Who was in office when the war was lost? The war ended in 1975 which means that Nixon was President for 7 years of it, longer than anyone else.
