I see that Wimp is sending the Chinese money to pay for holding the crew of our plane. Maybe he really meant for everyone to get a tax refund.

For the value of emission rights not to be zero a cap must be placed on total emissions ala kyoto.

Germany is lowering power emissions by 21% and has reported not one lost watt of power or one lost job as a consequence. Proof more pollution does not = jobs and prosperity despite the propaganda spin of the energy special interest/Bush-Cheney cronies.

When Bush says he abandons the Kyoto treaty because it's bad for our economy he's a liar. He's just protecting cronies who can make more VERY SHORT-TERM profits (at the expense of our climate) right now polluting more rather than going cleaner. If we could trust them we could deregulate more but they've proven this year they cannot be trusted to police themselves. They want to pollute more so they must be policed. What's good short term for them is bad for the rest of us.

Remember too, in the long term the most efficient and cleanest power producers will be the world leaders. We may end up buying power plants from Germany in future years. They are ahead us of on this and will pull farther ahead so long as Bush-Cheney have a backward pro-pollution energy policy instead of being leaders with a positive proactive vision.
