Reagan had a democratically controlled House & Senate for the majority of his term and the last I heard, Congress spends the money.
Yes Reagan signed off on the budgets, and that is why both are at fault.
The only way to fix the problem is to slash spending...yea that will happen.

EDIT:
I believe I read somewhere that Reagan agreed to the tax increase during his term with the promise from the Democrats that there would be cuts in spending. Never did get those cuts.

Fact.............Reagan INCREASED the size of the federal govt while Clinton REDUCED it.

I am 55 and I remember that as soon as Reagan sent a budget to congress the Democratic Speaker of the House would declare it "Dead on Arrival". The government revenues doubled during Reagan's 8 years but the congress would spend even more and then blame Reagan! LOL
