I'm without a clue about the specifics of your problem, but I do have a suggestion...

Windows comes with a generic CD ROM driver OAKCDROM.SYS which you can try in place of your ATAPICD.SYS with very little effort.

On my system, the OAKCDROM.SYS file is located in the C:\WINDOWS\COMMAND\EBD folder. I think it gets copied to Emergency Boot Disks, but I'm not absolutely sure.

Dan, you don't want that DOS CDROM driver installed in your config.sys. Use the Windows driver that will automatically install. Put a REM in front of that entry in the config.sys. Maybe it is effecting the rest of the drives on the IDE bus?
