uptick rule being changed (from shorting on uptick ONLY to shorting on "better than best bid") on about 100-150 of the 'most popular' stocks, such as MSFT, GE...done because of fears of single stock futures capturing the market.

SEC Rules : Wall St Journal reports that despite pressure to tighten short-selling rules, SEC will actually ease the rules by throwing out the "uptick" rule which states that
a short sale can only occur on an uptick in the share price.
