The state isn't making people NOT sing God Bless American- the state is simply not singing it. Christianity is everywhere- you can't go into a store without being overwhelmed by Christmas merchandising. I see absolutely no reason why the state needs to be involved, unless you wish to make Christianity even more overbearing that it already is. And I, quite frankly, do not see the point of that in a free society. If you want a religious state- which would not be free- than fine, but otherwise, Caesar and Christ should be kept separate. Render unto Caesar...and all that (of course that was written before the Christians thought they had Caesar's ear...oppotunism is all)
