The central idea of education is to keep kids in school, not expel them. In addition, state departments of education get very upset when expulsion rates at individual school districts rise too high.

If a few bad apples are the problem let's work toward eliminating the bad apples.

Politics. Pure and simple. This would mean the educrats would come into conflict with the victacrat and their team of lawyers. Someones nose would get bloody and neaither side wants that. So we're left with blaming whitey and conservatives.
