expecting 15% to be paid up by a guy earning 20K and another one earning 2million is not really a progressive taxation system. It would widen the divide between the haves and the have nots.

Whoa, Nellie. First of all, a 15% flat tax IS progressive. The 20K guy pays 3K and the 2 mil guy pays 300K. It's just not as progressive as one that has progressive rates compounding the progressive tax base.

And if you want progressive, you sure don't want a consumption tax where everyone pays the same number of dollars for a mile of highway or a loaf of bread.
