Missile defense is most definitely needed for the future wars we may encounter. Simply having one which protects are satellites in orbit is worth the price.

Can you imagine what kind of destabilizing action it will be in 20 years if someone detonates a nuclear blast in outer space, and destroys our communication network?

"why on earth we are about to spend 100 billion on a missile shield that is useless against most threats and won't work against the intended threat, ballistic missiles and will create an arms race."

Arms race with whom? Who can afford to get into a pissin contest with the USA? Answer=nobody. History books are filled with successful programs that at one time "couldn't possibly work". Think of the scientific gains and unintended colateral technological benefits. Kind of like the space program in the 60's. If nothing else it will create employment. Far better than handing money out to the shiftless and lazy so they can buy beer, cigarettes and lotto tickets.
