Well, in actuality the R&D portion of defense has been greatly neglected for several years. This is also a problem with the pork barrel method of budget allocation. As far as it paying off in the end military R&D is highly overrated in what it pays for. Most technolgy advances in the last twenty five years have gone the other way from commercial to the military while the military wasted jobs of money inventing their own wheels. They do need to spend porportionately more on R&D though.

<<I live in Annapolis, and have some experience with preservationists, you know, the ones who ensure that old houses are maintained, >>

When I was in Easton I first heard about this. If a wall had been moved in earlier remodeling the owner has to move it back. Not only that but the wood had to match the original size. Like a wall being 1/4" narrower is a big deal.

I know of a case locally where a guy was updating his mother's house. He had owned it prior to it's coming into the preservationist district. He put in energy efficient windows, got fined and had to put the old ones back in. Put in insulation and got fined. He moved his mother out and torched the place. City put the fire out, rebuilt the house at a cost of $625,000 and sold it for $85,000. Nutz.
